"ac 360" starts right now. >> piers, thanks. good evening, everyone. we begin as we do every night, keeping them honest. looking for facts, not supporting democrats or republicans. our goal is just report, finding the facts, finding the truth. we did that last week. again, the more we look into it, the more we find people in powerful and influential places saying things that just don't square with the facts. it's about a u.n. treaty that failed to be ratified by the senate. a treaty that was meant to encourage other countries to be more like the u.s. on equal rights of the disabled. if other countries adopted better treatment of their disabled citizens, the idea is that disabled americans who visit or live in other countries would also benefit. 125 countries ratified the treaty. it was supported by george bush, signed by the current president, and has support from both sides of the aisle like john mccain and bob dole himself a world war ii veteran. he was wheeled onto the senate floor, you can see, for the vote he hoped to see the treaty ratified. instead after pressure

source that we potentially can use for the next 100 years. there are a lot of folks right now that are engaging in hydraulic fracking doing it safely. the problem is we haven't established clear guidelines for how to do it safely and informed the public so that neighbors know what's going on. you know, your family, you can make sure that any industry that's operating in your area, that they're being responsible. >> yeah. part of the fracking being so new, like you said, especially deep fracking being so new is there's a lot we don't know about it. it does burn cleaner than coal in power plants. that's pretty uncontested, but if you go look at the methane released by fracking and by transporting this stuff through pipeline there's a lot of methane released, and it's a powerful greenhouse gas in terms of co2. the balance of climate change between natural gas and coal is still somewhat a question mark. it looks based on most science we have now cleaner than coal, but we just don't know. we don't know a lot about the local impacts and how long these prices stay low or how long the

. speaking right. exactly. liz: more on the fiscal cliff. let's bring in peter. with us is former clinton advisor doug shoen. we have basically mr. boehner saying, look, you senate, you have not come up with anything. >> i think, unfortunately, we will probably get around it. i think it is a worse outcome to avoid the cliff then to go over it. i think we should broaden the discussion and look at what is going on around the world. look at japan and europe. the japanese government is the glaring war on japanese citizens. it will create inflation. if the japanese citizens start to dump their bonds, they have been a bigger part then japan recently. that is a big problem for us. their euro has been quietly depreciating. if that goes out, that is a much bigger fiscal cliff. if the buyers of treasuries become sellers. liz: there are a lot of "if" in your discussion. the bond markets are still pretty -- nothing from the bottom vigilantes yet. you were a clinton advisor. you saw in the mid- 90s bond yields really spike higher. that is the issue. if we see the economy healing, bond yields could go

and afghanistan, shaving another trillion off of the deficit. that gets us to around 4 trillion in deficit over the next ten years. we are almost at 5 trillion in deficit reduction. as they sign the game shows, that's not all. the white house is also asking for about 200 billion in stimulus. according to the weekly standard, when senate minority leader mitch mcconnell saw the proposal, he quote, burst into laughter. he literally lol 'd. >> i've been very guarded in what i wanted to say. i didn't want it make it harder for me it say or the president or members of both parties to find common ground. but when i come out the day after the election and make it clear that republicans will put revenue on the table, i took a great risk. and then the white house spends three weeks trying to develop a proposal and they send one up here, the calls for $1.6 trillion of new taxes, calls for not even $400 billion in cuts, and they want to have extra spending, that's actually greater than the amount they are willing to cut. i mean, it's -- it was not a serious proposal. and so, right now, we're almost nowhere

for our great country. the other forces? the transports, banks, u.s. treasury bonds and gold. first, you know i like to watch the transports as a measurement of economic activity. you know it has to be shipped somewhere to be sold. that is why i follow the transports so closely. when they are going up it means there is more commerce happening than thought. planes, trains, truckers and shippers going higher, that above all, is a terrific predictor of growth. today the transports showed signs of growth. i got more negative. a real break out. that would be a signal of a genuine expansion on the rise. the action signaling that could happen. second, the banks are now breaking out of the ranks with the transports. look at the xlf. that is a exchange trade fund. this group is moving to the upside. one that is necessary if we are going to see a legitimate and lasting recovery. it looks like it has had a big run. it is still less than half of where it was a few years ago. we will look at the trading in goldman sachs. it has been lured back to life. that is the case with bank of america. just to g
